BALANCING Reduced the average max number of strategic resource facilities per fortress. Reduced the average max number of luxury resource facilities per fortress. Removed the flat penalty of Dust Accumulator and Center of Influence unique facilities. Reduced the impact of the Fomorians using Dust Accumulator and Center of Influence unique facilities. FIXES Fixed an issue where damage dealt to garrisoned units during a siege is not reduced based on the city's fortification.
