The first Hotfix for v1.21.3 Testing Build has been released. This fixes a crash when trying to start a year 2020 game with Base Map and the Europe Map. I also made some additional adjustments to the new Buyer purchasing power formula, tweaked dealership growth rates, adjusted AI marketing, and tweaked difficultly level's random bias.
