Once all goods in a facility have been handled, not only do the stop signs linked to that facility deactivate, but also the directly connected stop signs of neighboring facilities activate. This allows for some imbalances in how goods are delivered (e.g. trains with 2 or 3 wagons dropping off at a combined station with a length of 4).
