- Forgotten Paradox strategy game Empire of Sin just got new DLC after four years - 18 June 2025
Paradox Interactive is known best for creating and publishing historical strategy games like Crusader Kings 3, Victoria 3, Imperator: Rome, and the upcoming Europa Universalis 5. It's also branched out, though, by putting out games like Shadowrun: Hong Kong creator Harebrained Schemes' noir-inflected The Lamplighters League, medieval combat game War of the Vikings, and supporting The Chinese Room's work on Vampire: The Masquerade - Bloodlines 2. Another project in this vein is 2020's Empire of Sin , a solid enough gangster strategy game that seemed to have come and gone without making a major impression. Empire of Sin just received a new expansion and free patch today that's aimed at giving the prohibition-era strategy game a second wind. Paradox's recent quarterly report mentioned that Empire of Sin didn't sell as well as expected, and reviews from the game's launch window - like ours - were positive but full of caveats. Not hitting the initial mark is always a possibility, game director Brenda Romero tells us in an in an interview. "There's always the risk that the game is not going to meet expectations in some regard. That comes with the territory. You could win a BAFTA for a game, or it could just go right down the middle of the road." Brenda and John Romero's Prohibition-era mobster strategy game Empire of Sin will receive its first paid expansion, Make It Count, next Thursday, 18th November, and it'll be joined by the free Precinct update for all players on the same day. Make It Count adds new boss Maxim Zelnick, known as the Mob's Fixer, to the existing 14-strong roster, alongside a range of other gameplay additions. Loan Sharks are in as a new racket type, for instance, providing a potentially lucrative new passive source of income - and potential new event-based complications if customers can't afford afford to repay loans. In order to open a Loan Shark racket, crews must have the new Fixer gangster type in their ranks. These units specialise in "making problems disappear", which Romero Games previously explained meant they could mediate conflicts between gangsters and smooth over fractious relationships. Fixers…

As announced during PDXCon Remixed back in May, we're finally getting a release date on prohibition-era strategy game Empire of Sin's upcoming expansion and free update . To recap the details, the expansion adds a new boss - Maxim Zelnick - for you can play as, as well as a new racket, new mobster classes, and new weapons and missions. Meanwhile, the free 'Precinct' update looks to completely transform the sandbox game's strategic layer. The campaign map is going to be divided into precincts, and supply lines between them must be maintained to ensure your illicit goods get from one place to another. Central to this change is the new 'Depot' building, which is considered the hub of every precinct. If you claim it, the precinct is yours, but battles here will be longer as reinforcements rush in to prevent you muscling in where you're not wanted. There are also going to be two new victory…

It seems right to give you a little heads up on how things are gonna work when money lending opens its doors. Let’s get into it, shall we? Loan Sharking Up to now, your rackets have thrived thanks to one ingredient: alcohol. Sure, some places can manage by focusing attention on other forms of vice, but booze is the oil for a well-run machine. That means building breweries, keeping speakeasies fluid, and ensuring that gamblers are carrying full cargoes of Dutch courage to roll the bones down the Craps table. Loan sharking offers a new source of income, without the need for a constant supply of alcohol, though it takes a particular type of gangster to get one up and running. Bio Maxim Zelnick is a compulsive problem solver. If he wakes up facing Doomsday, he has it in a vice by breakfast and turning a profit by lunch. In the chaos of prohibition Chicago, he’s the eye of the storm. An accountant for organized crime, there’s no room in his head for a hot temper, that just overcomplicates things. He deals only in two currencies: money and violence. It’s all business. It didn’t matter to Zelnick that he was born poor, success was always going to be the outcome. As a butcher’s son, he got used to blood and bones from a young age and saw the direct relationship they had with earning a living. His was a head better suited for what he calls ‘real-world numbers’ and he dropped out of school young to hustle a floating dice game around the streets of Brooklyn. Hot from the streets of Chicago we’re back with another bulletin from a city in flux. Bosses are claiming their territories and setting up supply lines. Meanwhile, the police are preparing for a new way to engage with gangs. It’s all about to go off in Chicago, and there’s a bunch to get through. Here goes! Precincts As we found out in a previous Dev Diary, precincts are subdivisions of the neighborhood that you control. With a larger chunk of the neighborhood to win or lose in one fell swoop, your decisions and strategy hold a lot more weight. Right now, you can open a racket anywhere in the city. Gather enough rackets throughout your time in Chicago and it’s fair to say that losing one or two won’t have a major impact on your overall empire. Empire of Sin developer Romero Games is pretty confident that there's enough source material to keep its Prohibition-era strategy game running for years to come. "That period of time is so turbulent, you could focus on any part of the world and you could come up with some really interesting, crazy stuff," says game designer Ian O'Neill. "But if you just focus on Chicago, during that time period, there is an insane amount of depth. Scratching the surface is an overused term, but we really have only scratched the surface." Prohibition-era mobster strategy game Empire of Sin had a bit of a mixed reception at launch last year, but Romero Games has continued to improve the experience with much-needed bug fixes, AI improvements and more since then. Now, though, the developer says it's ready to turn its attention back to creating new content, and has announced a new premium expansion, Make It Count, alongside a new free update, known as The Precinct, for all players. Make It Count will, among other things, introduce new boss Meyer Lansky - AKA the Mob's Accountant, a prominent figure in the real-life American organised crime scene of the era.
