Cloaking Devices now retain a small percentage of energy generation while active, instead of negating it entirely. The energy cost is now only paid on activation. Added 2 items: Ardonian Cloaking Device and Terran Mantle. Fixed BUG that would prevent the acquisition of perks when starting a new game.
