0.7.7 Release : Hot-patch 5 — After the Collapse Steam update #127178

Hi there! While my attention is focused on 0.8. There is still time for a new maintenance patch! It makes minor balance changes while fixing some of the remaining bugs in 0.7.7. Changes to the military base map only apply on new games. Beside that, it's compatible with previous versions of the game.
