Civilizations no longer upgrade planetary buildings if the planet lacks enough population to fully staff the required jobs after the upgrade is completed. Player-driven Inspire and Demand building upgrades can now override local employment limits, while autonomous civilization upgrades still require enough population to fully staff the upgraded building. Colony ships now require real colonists from their source planet, cannot launch if doing so would understaff active buildings, Core Worlds are now displayed as Regional Capitals, and inhabited planets now track Happiness starting at 100%. Added planet Happiness economy: habitability, employment, Capital and Regional Capital status now affect Happiness, and factory productivity is multiplied by local planet Happiness.
