All enemies past the point Kyrie's recruited has increased defense. After all, you have more firepower - and two different defense debuffs available at that point. Since you risk losing out on some content on the alt route if you didn't get it beforehand (entirely possible), the Wrench is buyable from that one place if you didn't grab it before initiating the route.
