Buffed Seeper, Neighbor Collector and rotators. Added new tiles Left Rotator and Tireboost Heater. Added new element called "heat" which can be gained through the new tile Tireboost Heater. Heat basically scales your tireboost, but is expended each turn based on how much tireboost was active and yellow. Added sandbox mode to singleplayer. Fixed bug where small percentages rounded to closest whole number. Fixed Dilator.
