\Improved the wide-panel toggle for the left side panel.Hovering over the Reputation cell in the side panel now shows a reputation tooltip.Reduced the AP upkeep cost for all institutions from 50 → 30 per turn.Improved various command result modals.The excursion formation warning now shows the officer name and their current position.The numeric input popup now allows out-of-range values while typing and only validates on confirmation.\Fixed an issue where batch-hiring multiple officers in the same city only showed the last result in the modal.The diplomacy penalty (-30) for an excursion is now applied immediately at the moment of dispatch.
