0.3.10 - Ability Enabling, Meta Upgrades, and Shards — Survivors of Mayhem Steam update #211669

Added a condition to enable abilities after a wave ends in case they get disabled. Added over a dozen new meta upgrades. Tweaked the ability tooltip UI a little bit. Increased shard drop chance by basic enemies from 2% to 3%. Increased shard drop value from mini bosses from 1 to 2 Increased shard drop value on bosses from 1 to 5 Adjusted the raycast when dashing to prevent 'phasing' into objects/walls. (Should be close) More work on the achievement controller, should have achievements in very soon, just need to make a bunch.
