I am a one-man team, I have been staring at these loot tables and thousands of lines of code for way too many hours, and my brain just completely ghosted me. I accidentally put a hard ceiling on the hardest content in the game. Tier 7 and Tier 8 rewards are now properly uncapped and can roll all the way to 99,999 PL like they were supposed to.
