Settlement and Mayoral Commission boons now apply correctly without unintended stacking, service buildings properly consume expansion points, and Buy Orders are once again honored by Requisition Agents.Harbinger events now conclude as intended, preventing characters from becoming permanently flagged as combatants, while PvP interactions have been refined to require intentional targeting - even for area of effects.
