Adjusted the frequency of alliance proposals after repeated rejections. Adjusted how frequently characters not recruited through Search or volunteering can appear again. Added a marker to characters who already hold the relevant title on the character selection screen when unlocking events. Adjusted the stats of certain characters. Fixed various other bugs.
