As of July 25, 2019, all Languages are now moved to the Steam Language settings. You can access these in from Steam>Library>Games>The Painscreek Killings>Right Click>Properties>Language Once you set your language it will automatically be set in-game after downloading the language pack. This does mean that you are no longer able to change your language in-game, but this should alleviate the need to install updates for languages that are not in use.
