1.13.5: Patch Notes — Kemopop! Steam update #38665

(These are belated patch notes that I somehow didn’t publish!!! Also, a Steam achievement for the new stage is currently missing. This will be added later today and will be granted when launching the game if you already achieved it.) I promised an update before the end of 2024.
