Crime bubbles now pulse more brightly when they need a unit dispatched to them. Crime bubbles darken more once the first responder has arrived. This is to help players better understand when they no longer need to dispatch units to those crimes. Tweaked public tolerance for safety to make it a little easier for safety ratings to recover from a very low score. Police department menu will now update stats on listings for hired units more frequently. Changed wording on Annual Report to refer to calls "responded" to rather than calls "resolved" to more accurately reflect what we're tracking. Fixed a problem that omitted certain suspicious activity calls from being counted as a call on the Annual Report.
