Minor update and fixes — RFVR Steam update #431600

Another quick patch to add some content and a few fixes Laser delay setting is now available in the options menu, adds a 1 second delay before laser activation, this setting will not be saved so it needs to be enabled each time for now. Salvage ring bug fix: there was a corner case where if you placed a weapon into the ring, then place a different item (non-weapon) into the ring after, the weapon would still be salvaged.
