Changed the maximum height that can be built from 32 to 40. Fixed an issue where building to pay back resources could not be done when the construction points were reduced to zero. Fixed the last line of defense starting when starting and loading after clearing. Fixed not being able to refund buildings when saving and loading. Now you can zoom out more. When a new game starts, it is started in a more zoomed out state. The boundary grid that cannot be constructed can be visually recognized.
