We have a much better pipeline now with V3, so moving forward it should be easier to submit fixes. Thanks for catching this one and letting me know, balloons should now spawn from the Helium cannisters in V3. Unlike the balloon Jetpack they are limited by how many balloons they can inflate. Also, you can try sitting on some objects and spawning balloons too.
