small fix — Urban Lockdown Steam update #541204

small patch to fix spawning issues in stages when you are playing with more than one player. FYI there are additional enemies that spawn in stages if you have more than 1 player playing at a time and the HP of bosses is also increased. I also took the opportunity to make a few minor adjustments to some movements throughout game but these will likely not be noticeable.
