Meta Progress fixes — Dread Admiral Steam update #5799106

Balance: * Interceptors have been buffed 33%. They once again do 'double' the amount of 'Flak' a Patrol does. -> in theory they are there to counter patrol spam, but currently it's a bit too much of a gambit. This can, of course, be reverted if it's a problem. Progression Fixes: * Fortified should spawn turrets farther away from start positions and cities * Fixed a bug with Repair Crane and Plane Factory - these weren't being saved into the meta progrses when unlocked. -> you will have to get them to drop again :( * Fixed a bug with Repair Crane that made it require SBB tech instead of STR tech * Reworked internal tracking of meta-progess, such as number of ships built. * Fixed various bugs regarding progress tracking.
