AI setup on Windows works again. In v0.4.2 the AI install could die with a bare "ERROR: Exception:" — pip on Windows reads its lockfiles with the system ANSI code page and choked on a single non-ASCII character. Lockfiles are now pure ASCII and the installer runs in UTF-8 mode. This affected both CPU and GPU installs, so if the AI council or chieftain portraits were silently unavailable for you, this is the fix. New AI Launcher. A small window now opens on every launch, health-checks the AI engines, installs anything missing, and waits for you to hit Play. If something is off you get a per-component Fix menu (Repair / Reinstall CPU / Reinstall GPU / Clean reinstall), plus Repair missing, Reset AI install and Open log folder.
