Store soft lock hotfix 2 — Breachway Steam update #613175

Detected another issue shortly related to the store softlock issue after the last hotfix went live, this one required a rebuild of the addressables, so my apologies for the larger download size The following cards were also fixed: Fixed the cooldown increase from Shield Strain Fixed Thermal recycler to properly get removed from your deck Fixed text on Shield Stream, to reflect the fact that the card does not deplete Fixed an issue where Ion Beacon was not properly buffing attack damage Victor
