RACKET REBALANCING Some substantial changes were made to help balance gameplay, and were done with the following goals in mind: Increase the cost range of rackets, to improve sense of progression. Rackets such as Mugging and Gambling Den are more clearly defined as "starter" rackets. Reign in some rackets that were outliers as far as profitability. An example was Robbery, which generated profit even in extremely ill-suited locations. Normalize racket investment cost to around 10%-20% of the base cost. Loan Sharking and Insurance Fraud are notable exceptions...
