Implemented one previously unimplemented legacy effect (Tactical Tower W) — Tactical Nexus Steam update #695417

◆We have implemented the Legacy effect for Tactical Tower W, which had not been implemented previously.While its cost is very high, it has an extremely powerful effect.(This effect was adjusted two weeks before implementation, and since the icon is from that version, the icon design may be revised at some point.)◆We plan to update the remaining Legacy effects at a later date, after which the unique enemy route for Chapter 9-1 will be implemented.(Scheduled for around the first half of the week after next.)
