Library QoL Updates — Keystone Library Steam update #732300

Quality of Life updates - meaning improvements on the interface and convenience of things. The library was "functional" but not so easy to navigate and lacking clarity. - Added progress bar and sound effect for upgrades. (which went missing somehow!) - Improved navigation for basic panel displays (GUESTS, ART, ARCHIVES, ...). - Cleaner display for BOOKS display. - Cursor navigation for REFURBISH. - Added missing interface sounds. - Corrected EXPANSIONS costs. - Added AMBIENCE points for expansions upgrades. I think I can confidently say the Library Halls are officially a bug-free system which only needs content upgrades. Videos are inbound!
