Fix Friday — Slipways Steam update #73388

This is a bugfix patch that fixes the following issues: - Controls: After rebinding map-scrolling to the left mouse button, it was impossible to carry out actions needing additional input like eg. moving planets with gravitic tugs or building sensors on planets. - Quirks: High birth rate had a buggy interaction with techs adding new needs (like Elysium Project), resulting in disappearing trade routes and general wonkiness. - Technology: Elysium project will no longer add culture to Legendary planets obtained via other means. - Technology: Economic Zones used to incorrectly take structures into account when calculating the bonus. - Crash: Entering Steam overlay would sometimes make the game freak out since Unity couldn't find the mouse anymore.
