You can read more details in the patch notes below! EA Build 0232 Balance Changes Enemies can use their Counter Attack ability 1 or 2 times depending their 'Counter Attack' counters. Once they use the ability they lose a 'Counter Attack' counter and may reapply 1 or 2 on their next turn (if they don't have any.) Counter Attack Rule changed to: 'Unless attacked with a Ranged Action and as long as this enemy has a 'Counter Attack' counter, they will 'Counter Attack' & lose one of their counters.'
