v17-pre2 — Puffin Planes Steam update #891197

Thanks a lot y'all for all the great feedback that I've gotten on the first Puffin Planes Planes Update preview that I dropped last week. There were quite a few bugs reported, and now that I'm back from vacation I decided to spend all evening squishing them. I think I got most of the major bugs; I'll probably spend the rest of my development time this week on feature work. The biggest thing that I would like to tackle is being able to view and manage your hangar again, and maybe re-adding long range planes such as the PAX-700.
