Fixed an annoying bug, where players could end up with programs with CPU loads of 0 depending on their interview choices. Due to the math formula in calculating "casting time", if the CPU load was 0 the program would fail to cast. This is the same bug that caused the File Deleter to not work. As soon as you enter your home this fix will apply (or by starting a new game). -Southwind
