Fixed Capital Ship building area claim working only once per editor session. Fixed the editor building area claim message to accurately tell the amount of areas that player can claim. Fixed some station objects not supporting Decals. (even legacy objects support them now.) Fixed Decal limit being hit erroneously in Station editors by just placing objects when not near the building limit.
