0.17.1 Bugfix: Fix a bug where in Athens and Beijing, the festival effect is always on QoL: Clarify the wordings of festival in Beijing QoL: Clarify the wordings of production priority: priority determins the order that buildings transport and produce - a bigger number means a building transports and produces before other buildings. However, a higher priority does not guarantee that the building will transport the resource first. For example, given the following priority order: Coal Power Plan > Coal Mine > Steel Mill, the steel mill will get all the coal produced in the same cycle because it transports and produces immediately after the coal mine
