Fixed a combat desync bug. The governor icon is no longer drawn on top of the plague icon in the map. Fixed fleet ship list layout for long ships with medals. Gust of Wind and Sudden Storm are now weaker at the edges of the map, making them less able to smash ships together. As previously noted, if you have balance feedback on heroes or abilities, do let me know.
