Combat And Balance Cleanup Reworked ARM mitigation so low armor now matters. Armor uses stochastic rounding instead of hard integer breakpoints, with effective ARM capped at 90%. Paladins, fighters, clerics, and dwarves now start with shield proficiency where appropriate. Iron Helm is now +1 DEF, +3 ARM.
