Lifted research project budget limit by available credits. You can now pay for it even when you do not have surplus credit. Research budget UI only limits your setting by the research remaining till completion. Fixed research project budget display going to second line. Added negative credit approval rating modifier, -1 approval after every 1.000.000 credit deficit. Made the empire credit display red when in deficit. My tests so far indicates the elimination of tech hanging at 99.9%. But please let me know if it happens.
