changes to opentest branch only. basically fixes for yesterdays refactoring update and other fixes.made item civ type modifiers be seperate per body, so bodies with different civ types can say have different rates of consumption. same for base consumption values. fixed bug in previous update preventing new planet from working caused by error in change to precalculating civ type modifiers. fixed bug in loading info text creation. fixed production site ID generation for loading. fixed other stuff when loading precalced tag modifiers. fixed bug when finding hostages or prisoners when character with no job. fixed bug in scripting / data files from change in scripting targetting mixed with changover from string to int IDs.
