changes to opentest branch only.fixed construction orders not being listed but still getting negative opinion modifiers. fixed behind the scenes line chart exception when moving mouse out of chart area which could potentially cause other issues. added new law category for conflicts, which can grant arrest reasons against faction leaders under relevant conditions at the cost of opinion with all factions. modified game in various places to work with new conflicts laws, including increasing chance to accept surrender demand if it's illegal to refuse and decreasing chance of conflicts when starting the conflict is illegal or refusing a surrender demand would be illegal. added new ineration with characters, send to trial. can only be done on prisoners. this lets a court decide on the outcome, but letting the player decide if to accept the court's decision, reject it, or demand a retrial. fixe...
