changes to opentest branch only.added ability to target the a character/faction's current action, with ability to check if it has been discovered by the player. made specific character/faction actions use int IDs. made character traits use int IDs with string ID conversion. replaced some unnecessary hashsets with lists. added runtime caching for trait data to reduce dictionary key hashing lookups. added placeholder production sabotage events for secret and discovered.
