Improvements made to handle system memory more efficiently. This fixes some crashes, especially when restoring or starting a game. Fixed a bug that would occasionally cause nearby units to fail to engage a suspect in combat after stopping that suspect in a chase. Fixed an issue that could cause keyboard commands to stop working momentarily after using the license plate registry database. Fixed a bug in the Annual Report that prevented it from properly displaying certain numbers after restoring a saved game. Fixed a bug that would prevent units from stopping a runaway child correctly if the unit and the child were already colliding with each other.
