Town member-management APIs are now lighter: promotion, display-position, administrator-permission and kick results return only the target member/permissions, followed by a scoped member-list refresh instead of a full Town aggregate. Further fixed the Town Specialty authorized-player and individual-quota save flow: only an exact valid preview can enable saving, and historical Specialty development logs now load correctly. Fixed the Town Specialty authorized-player and individual-quota allocation preview flow; Save Allocation now enables and submits after a valid preview. Added Gem Remelting: each gem produced by successful alchemy can receive one remelt attempt with a 40% base success rate. A failed remelt keeps the original gem.
