Fixed issue where bank loans would give a small amount of heat, which if you take enough of them would let you freely get max heat and then you could just instantly pay back the loans.Fixed lobbying issue where multiple systems would try and interact with lobbying manager at the same time which would glitch out the logic leading to drastically innacurate figures. Increased funding base amount for lobbying.
